A collection of CSS layouts. As mentioned earlier, a good strategy is not to start from scratch when designing a Web page layout, but to download templates other people have already made.

CSS Mania has lots of layouts and stuff.

http://www.freecsstemplates.org/ is a big collection of free templates, graphics, and other things. There's also http://www.oswd.org/.

You can get sets of colors that other people have put together. Try this site.
